Additional relief funding

Additional relief funding

State and state-integrated schools and kura can apply for this funding when they have employed a reliever to cover a staff member's absence due to COVID-19. This applies when isolation requirements result in a staff member being absent and unable to work from home.

For teaching staff, you can apply for additional relief funding for relief costs incurred in Term 1 and Term 2, 2022.

For non-teaching staff, you can apply for additional relief funding for relief costs incurred in Term 1, Term 2,  Term 3 and Term 4, 2022.

For information about additional relief funding to cover absence that's not COVID-19 related or relates to relief teacher funding in Terms 3 and 4, please refer to our education website.

For teachers: Conditions and how to apply for Term 1 and Term 2, 2022

This funding is additional to the relief teacher funding received in a kura or school's operational funding.

This is for teacher absences in Term 1 and Term 2, 2022.

We have redesigned the process for accessing ARTF for Term 3 and Term 4, 2022 to make it easier for you to receive reimbursement for the additional costs you may incur.

Relief teacher funding

The intention is to help with the costs of hiring a reliever employed to cover a teacher's absence for COVID-19 related reasons under the COVID-19 Protection Framework isolation requirements.

The staff member must be on leave during Term 1 or Term 2, 2022 and a reliever employed for this Additional Relief Teacher Funding to be processed.

Applications for Term 1 or Term 2 claims close on 31 December 2022.

Conditions that must be met to claim Additional Relief Teacher Funding for COVID-19 reasons for Term 1 and Term 2, 2022

  • A board must cover the first four days of the teacher’s COVID-19 related absence in 2022. If a teacher’s absence was eligible for Additional Relief Teacher Funding for other reasons in 2022, those days are taken into account. A change of reason for absence does not restart the eight- day rule for general Additional Relief Teacher Fund claims or the four - day rule for COVID-19-related Additional Relief Teacher Fund claims.
  • The school or kura hired a reliever to cover a teacher who is on leave in Term 1 and Term 2, 2022 due to requirements of Public Health Authorities because they are:
    • confirmed as an infectious COVID-19 case or
    • required to care for a person dependent on them for care, as a result of a COVID-19 diagnosis, or in COVID-19 isolation, or
    • required to self-isolate due to public health advice, such as being in contact with someone who has contracted COVID-19 and is unable to work from home.

Recording the teacher's leave

For COVID-19 related absences, we process Additional Relief Teacher Funding claims when the teacher’s absence is recorded as one of the leave types below. Click on the managing staff leave page below for further descriptions of these leave types.

  • Sick leave
  • Dependent sick leave
  • Disregarded sick leave
  • Discretionary leave

How to claim

This fund is only available for the days a reliever has been hired to cover the leave of a teacher absent and not working from home, for isolation reasons under the COVID-19 protection framework, during Term 1 and Term 2, 2022.

Where a board has covered the costs of a reliever for the first four days of leave due to a COVID-19 absence, a claim can be made using the ERS Additional Relief Teacher Funding Claim Process.

In the claim process, please tick the COVID-19 box to indicate that this is a COVID-19 claim. We advise that schools keep any supporting documentation regarding their claims as these will be required for auditing purposes and may be requested as part of assessing the claim.

Options for when the Additional Relief Teacher Funding for COVID-19 reasons does not apply

The regular Additional Relief Teacher Fund can be claimed for reasons that may include absences for ongoing illnesses during Term 1 and Term 2, 2022. When a teacher is away with on-going COVID-19 symptoms during Term 1 or Term 2, 2022, or diagnosed with long COVID,  an application may be possible under the sick leave requirements of the Additional Relief Teacher Fund.

When leave has not been taken, for example a teacher or principal is working from home, the Additional Relief Teacher Fund will not apply.  If you have incurred reliever costs in this situation and it is impacting on your school’s finances, you could contact your local School Financial Advisor to work through possible options.

Term 3 and Term 4 – Additional Relief Teacher Funding to be delivered automatically

The allocation of Additional Relief Teacher Funding is changing from Term 3 for the remainder of this year. It will be paid automatically to all schools and kura that have incurred relief teacher costs above their 2022 relief teacher funding.

You will not be required to submit applications. You can read more about Term 3 and 4 additional relief funding.

For non-teaching staff: Conditions and how to apply

This funding supports the cost of relief employed to cover a non-teaching staff member's absence for COVID-19 related reasons under the COVID-19 Protection Framework isolation requirements.

Additional relief funding has been extended for non-teaching staff to Term 3 and Term 4, 2022.

We fund from the first day of absence for non-teaching staff, when the staff member is unable to work from home and a reliever has been employed to cover their absence.

Conditions that must be met to claim Additional Relief Funding for COVID-19 reasons

A staff member’s absence is being covered by a reliever because they are:

  • confirmed as a positive COVID-19 case
  • required to care for a person dependent on them for care, as a result of a COVID-19 diagnosis, or in COVID-19 isolation
  • required to self-isolate due to public health advice, such as being in contact with someone who has contracted COVID-19 and is unable to work from home.

Amount you will receive

Teachers

The amount received is calculated using the Additional relief teacher funding formula.

Non-teaching staff

For non-teaching staff, the daily reimbursement rate is $210 (incl GST), and the maximum weekly reimbursement rate is $1,050.00 (incl GST).  This has been calculated based upon:

  • the current minimum hourly pay rate specified in the Support Staff in Schools Collective Agreement (2022-2024) of $22.75
  • an assumption that non-teaching staff are employed 40 hours per week – that is, 8 hours per day, for 5 days
  • the addition of ACCat the current rate for schools, and GST of 15% to the rate.

For part-time staff, funding is calculated in proportion to their part-time employed hours and paid in equivalent full-time hours.
