Funding support for COVID-19 Alert Level Restrictions 2021

Schools can apply for funding to help with duplicate relief teaching costs incurred under Alert Level 3 and 4 restrictions in 2021. This scheme provides financial assistance to schools who have incurred repetitive relief teaching costs in 2021 due to the Alert Level restrictions. Schools can also apply for funding to help with distance learning distribution costs under the August 2021 Alert Level 4 restrictions.

COVID-19 Tier 1 2021 Regional Support Scheme (RSS)

The COVID-19 Regional Support Scheme does not cover other employment costs such as those incurred in relation to permanent or fixed-term employees, support staff, teacher aides or timesheet staff. 

About the COVID-19 Regional Support Scheme

The COVID-19 Regional Support Scheme (RSS) provides financial assistance to schools who have incurred repeated relief teaching costs in 2021 due to National and Regional Alert Level 3 and 4 restrictions.  

Date ranges

The COVID-19 RSS covers any dates that fall within a period of Regional Alert Level 3 and/or National/Regional Alert Level 4 restrictions in 2021.  

Costs incurred during the traffic light system (COVID-19 Protection Framework) are not eligible for reimbursement. The framework came into effect from 3 December 2021.

What expenses does this cover? 

This scheme covers any repeated relief teaching costs incurred as a direct result of the COVID-19 Regional and National Alert Level 3 and 4 restrictions. This includes: 

  • Repeated bookings in relation to Classroom Release Time (CRT).
  • Repeated bookings for relief teachers when re-organising professional development, school camps or curriculum trips.
  • Repeated bookings for part-time staff when re-organising specific learning programmes.
  • Repeated bookings for relief teachers to oversee ‘bubble’ classes under the Alert Level 3 and 4 restrictions.
  • Schools that have teachers that are unable to travel to work due to regional border restrictions.

My school is not in Auckland but was affected by Alert Level 3 restrictions – am I eligible for this funding? 

Yes. Where schools have teachers, who are unable to travel to work due to border restrictions, or vice versa, they are eligible for funding.  

How to apply

You will need to complete a COVID-19 RSS application form and submit it along with supporting documentation to resourcing@education.govt.nz.

Note: applications will be assessed on a case-by-case basis and approval of funding cannot be provided prior to an application being submitted.  

Eligibility criteria

Schools must meet the following criteria to be eligible for this funding: 

  • The cost must have been incurred as a direct result of Regional Alert Level 3 or National/Regional Alert Level 4 restrictions. 
  • The cost was unforeseeable and unavoidable (i.e. relief teacher costs for staff who were booked but could not travel due to regional border closures). 
  • Evidence of the cost incurred or confirmation from the principal or Board chair that this cost has been, or will be, incurred a second time, after the Alert Level restrictions, must be provided. 

Supporting documentation

For Payroll/Employee Costs:  

 SUE report(s) highlighted with the following information: 

  • First relief teaching booking in the period of National/Regional Level 3/4 Alert restriction(s) and associated event (e.g. school camp, staff PLD)
  • Evidence or confirmation from the principal or Board chair of second relief teaching booking and associated event (e.g. school camp, staff PLD)

How will this funding be paid? 

Approved funding will be paid via the quarterly operational grant under the payment heading COVID-19 RSS Funding.  

How many times can I apply for this funding? 

One application per school, per Alert Level restriction period can be made. Therefore, if a school applies for the Alert Level 3 restriction period that occurred in February 2021, they cannot make a further application for the same period. However, they can submit another application for the National Alert Level 4 restriction in August 2021.

COVID-19 Reimbursement for Distance Learning costs

The School Bulletin notice on 24 August provided schools with information on how to make use of the Ministry’s courier services to assist with the distribution of distance learning material to your students.

Schools can use NZ Couriers to arrange pickup and delivery of your devices or hard packs, or to on-send Ministry provided ones, from your school or kura by calling NZ Couriers on 0800 800 841.

The Covid-19 Distance Learning Reimbursement Fund covers cost incurred during the National Alert Level 3 and 4 restrictions that commenced 18 August 2021.

Costs incurred during the traffic light system (COVID-19 Protection Framework) are not eligible for reimbursement. The framework came into effect from 3 December 2021. 

What expenses does this fund cover?

This scheme provides financial assistance to all state and state-integrated schools who have incurred reasonable costs relating to the distribution of distance learning material from August 2021. Your school can request reimbursement for: 

  • Distribution costs incurred to provide learning materials to students in their homes. This includes courier costs, or mileage for personal vehicle use (mileage is reimbursed at a rate of $0.62 as per the collective agreement).
  • The cost of materials for distance learning packs, such as the purchase of extra stationery, photocopying or printing costs.

Costs related to distance learning will be reimbursed on an actual and reasonable basis. Only one application per school will be accepted. Please contact your regional office if you have specific questions relating to your school or kura. 

  • Please note that the Distance Learning Reimbursement fund only covers costs directly related to the distribution, delivery, or sourcing of hard packs for students while Alert Level 3 and 4 restrictions are in place. Reimbursement will not be provided for items such as PPE gear, annual subscription costs or food parcels

You can apply for reimbursement by completing the application form.

It is advised that you keep invoices and any supporting documentation for this period as these will be required for auditing purposes.

Payments will be made to schools through the Education Resourcing System (ERS) as soon as possible.

COVID-19 Board Employee and ACC-Funded Teacher Aide Reimbursements 2021

The Ministry is providing funding to support schools who have incurred additional costs in relation to board employees and ACC-funded teacher aides during the Alert Level 3 & 4 restrictions that commenced 18 August 2021.

If your school or kura is applying for both funding schemes, please ensure that you use the correct application forms provided below and submit them separately.

Costs incurred during the traffic light system (COVID-19 Protection Framework) are not eligible for reimbursement. The framework came into effect from 3 December 2021. 

COVID-19 Board Employee Reimbursement

Funding will be provided to schools and kura who have incurred additional costs in relation to the following board employees:

  • Kapa haka tutors
  • Canteen staff
  • Out of School Care and Recreation (OSCAR) employees

Please note that costs incurred must be in relation to the Alert Level 3 & 4 restrictions that commenced 18 August 2021.

COVID-19 ACC-Funded Teacher Aides

Schools and kura can claim reimbursement of ACC-funded teacher aide costs incurred from 1 September 2021 to the end of the Alert Level 3 restrictions, that would otherwise be covered by ACC.
